Download HandBrake for Windows to convert videos with various codecs to make them compatible on all your devices. HandBrake has had 2 updates within the past 6 months. Quick Sync was added in November 2014 with version 0.10.0, while NVENC and the VCE became supported in version 1.2.0, released December 2018. (HandBrake supports both the VCE and the newer VCN, but its interface only mentions the VCE by name, even if VCN hardware is present or a codec is being used that is too new to have VCE support.).

'Unsupported in Windows Vista and XP'

Pros:
None because I wasn't able to use it.
Cons:
It requires: - Microsoft .NET Framework 4.7.1 or later - Windows 7 Service Pack 1 (64-bit) or later
Other Thoughts:
It would be nice if it supported older versions of Windows too.

'Excellent'

Pros:
Easy interface, lots of presets, detailed options, focuses on MP4/MKV and does it right.
Cons: Imovie mp4 dvd.
Latest versions use DotNET, batch conversion you have to point to a folder instead of drag-n-dropping multiple files, if you want to convert to other formats you're out of luck.
Other Thoughts:
Highly recommended program if you're converting to MP4 and for viewing on other media. There's a command-line version available called HandBrakeCLI.

What I particularly like about Handbrake over the many other converters I've tried, is that one can set a target size for the output file. This, IMO, is immensely useful.

Use DVD SHRINK first then convert it if you need to dvd shrink will decode it for and can save it in video ts files

One thing to remember is that HandBrake will not convert protected multi-media files…. HandBrake will only support source media files that are not encrypted…. and legal. If you want to convert a protected media, you may have to use another tool…

Installing HandBrake on Ubuntu
To install the latest version of HandBrake on Ubuntu, follow the steps below:
The easiest way to install HandBrake on Ubuntu is via its PPA repository. to install from that, run the commands below:
sudo add-apt-repository ppa:stebbins/handbrake-releases
Then run the commands below to update Ubuntu and install HandBrake
Handbrake 1.2.0
Running the above commands should download the latest version of the package and install on Ubuntu…
